They are required to go to Lackland Air Force base for language training and testing if English isn't their native tongue. I don't know what they do there but the testing is apparantly ridiculous. When I was at Basic Training there were a number of Spanish speakers from Puerto Rico who could barely speak English. I also had a person in my company who was born in America but raised in Korea. He had only been in the United States for four months of his entire life and literally spoke next to no English. I will say though that all of them improved their English skills during Basic Training and Advanced Individual Training but I wouldn't want to rely on their language skills under fire.
