no… its kinda true . ive met a lot of mexicans & asians who they … well they really can’t speak english but that’s because they never wanted to learn or they don’t practice you see i come from Puerto Rico my first language is spanish & i speak perfectly english .. but that’s because I actually wanted to learn.

It means you’re making an overly broad generalization. Many Asian and Mexican people of my acquaintance have a much better command of English than yours (to judge from how your question is written). Others don’t speak English at all, of course, just as I don’t speak Korean or Burmese.
So it isn’t necessarily a racist statement, but it’s an incorrect statement.
Well, to be honest the way you worded this question kinda makes me think YOU hardly speak English.
But no not necessarily, I have known it to be true that people from other countries are hard to understand, but that is usually because of their accent, not because they don’t know how to speak English. Yet there are some people that speak English very well and while they still have an accent it isn’t hard to understand, so I suppose in the very literal definition of the word yes you are being racist, however if you’re not making this statement hatefully and you are careful as to how you articulate it it isn’t.
nope not racist, i worked in a doctors and we were always saying things like ‘they dont speak very good english’ or ‘english isn’t their first language’ i belive its stating a point, ours was to help them with translation services
