I just looked them up on 'urbandictionary' and they are derogatory terms of Spanish origin, meaning the sexual organs. So, just a nasty name really, with little to do with linguistic skill.

pico: http://www.urbandictionary.com/define.php?term=pico

(CAUTION: written by online community, contains mild swearing)

Pica can also be used as a derogatory slang term applying only to the Puerto Rican heritage.

I have never heard the term "pico". it's probably a regional slang.

I don't know of any term for Hispanic immigrants that only speak Spanish. But I personally call them brothers or hermanos. They are to be respected and helped.
